What does the title mean?
It means that I am right again.

It gets people off benefits
It gives the under 21's a role for 2-3 years
It gives the Govt cheap labour and a resource for services.
e.g. in Denmark National Service can include driving Ambulances for out patients.
it can include Road maintenance
It can mean street cleaning
It can mean services like plumbing and electrics fore the elderly cheap.
It can mean learning a trade!!
It will stop Gang life
However, it also needs to either include Foreigners moving to the UK or do something about Immigration, otherwise the immigrants will take more needed trade roles.!!
